The player can choose to roam a stage freely with no enemies in Arcade Mode.
DRIVE_ONLY
Disallows the player to obtain any vehicular transformations. (Vehicular transformations will no longer around the stage, but will still appear when breaking structures, and are still given when entering specific buildings.)
LLA_DORTOH
All vehicles have their salvage upgrade points set to 100 and get their Hot Rod appearance.
LLA_PUENUT
All vehicles have their salvage upgrade points set to 50 and tuneup parts are added to them.
QUICK_PLAY
Quick start in Arcade Mode.
MIXED_CARS
Allows the players and the CPU to choose the same vehicle.
GO_SLOW_MO
Slow motion gameplay.
BLAST_FIRE
Upgraded missiles. Missiles are given an area of effect that deal knockback when destroyed.
LONG_MOVIE
Watch All Character's Endings. Endings also play in order to the story.
NO_CODE
Turn off all codes. (Nintendo 64 only).
GO_MAX_REZ
Higher resolution. (Nintendo 64 only).
OLD_LEVELS
Unlocks all Locations from the original Vigilante 8 (Excluding Super Dreamland 64, Dreamcast only). [Saves]
Unlock Old Levels
The exact same as the OLD_LEVELS cheat code, though they are unlocked through instead removing the game's disc, and putting in the first game's disc from the pause menu whilst in a level (Excluding Super Dreamland 64, Playstation only). [Does not save, and disables when loading a saved game for Player 1]

Cheat codes such as those that unlock certain accessories for the game (such as characters or their hot rod appearances) will only apply to player one.
In Vigilante 8, cheats put in cannot be saved in a saved game, and will have to be put in again the next time the game is started. However, in Vigilante 8: 2nd Offense, certain cheats put in can be saved and loaded in a saved game; however, players may need to be careful, as there may be difficulty in disabling them.
In the Playstation version of Vigilante 8: 2nd Offense, putting in the first game disc in the pause menu also counts as a cheat, as disabling cheats from the cheat menu (by entering the incorrect code three times in a row) removes the levels from the stage selection screen.
